Gender Equality for All: A Report Based on a Consultative Dialogue with Stakeholders in Northern Uganda on Sexual and Gender-Based Violence

This report is a result of a consultative dialogue between JRP, its partners and stakeholders. It focuses on the complex spectrum of conflict-related violence that continues to affect marginalised victims and survivors of Sexual and Gender-Based Violence (SGBV) in Uganda.

We acknowledge that, albeit its importance,the dearth of initiatives on SGBV calls for an increase in interventions on conflict related SGBV in northern Uganda. The report argues that violence in general is intertwined with structural impediments that continue to pervasively affect societies in Northern Uganda long after the conflict ended. Inherently the continued prevalence of SGBV is a result of inequality that exists due to unequal power relations between men and women in matters such as land ownership, decision-making and community leadership, among others. Added to this is the importance of acknowledging that the widespread effects of rape and other forms of sexual violence such as forced marriage often result into unwanted pregnancies and children which leaves the majority of women suffering. Among young women who have returned from LRA captivity, the report also looks at the phenomenon of Children Born of War (CBW) whose needs and aspirations are often rarely factored into research and policy.

This report is a result of a series of consultations with stakeholders to disseminate the results of research findings based on fieldwork that JRP undertook over the past two years with funding from the John D. and Catherine T. MacArthur Foundation. It incorporates the workshop deliberations in Lira, Gulu and Adjumani, outlining some of the critical steps necessary in SGBV programming for women, men and CBW as a result of the LRA conflict in Northern Uganda. Part of the vision that is critical for renewed programming is laid out at the end of the report that largely points out that women, men and children should co-exist in mutually empowering relationships; where all are valued as equal and active players in transformative gender relations emanating from social, cultural and economical barriers in society.

Key areas for programming

After engaging participants over three separate days, the following key areas for programming on SGBV were identified:

Embracing new dimensions on victimhood: Participants noted that everyone irrespective of sex or age can become a victim of SGBV. During conflict times, men too have become targets of SGBV, although the incidence remains prevalent among women and girls in Northern Uganda. More often than not, the mention of SGBV during conflict evokes images of women raped, but not the child born as a result of that rape. In terms of programming, children too must be seen as primary victims of rape, there is a chance that they shall be left out.

Coordination among stakeholders: It is vital to build synergies with other stakeholders, as this would eliminate the disconnect between the various aspects of programming. In particular, coordination is crucial between aspects such as redress for SGBV and others like humanitarian assistance and national/regional development; education; and health. In this way it is possible to identify linkages that are important for subsequent programming and how one programme can make a contribution to others.

Multi-sectoral response: There is need to embark on a multi-sectoral approach by ensuring that all partners play a role in prevention and response of SGBV in order to address unequal power relations that exacerbate violence and entrenches aspects of vulnerability for women, men and children. The multi-sectoral model calls for a holistic inter-organisational and inter-agency effort that promotes participation of all persons concerned and coordination across sectors, including (but not limited to) health, psychosocial, legal/justice and security.

Comprehensive and long-term response to violence: The importance of looking at the bigger picture of violence in Uganda and capturing its entire spectrum was emphasised. This would ensure that the exclusive focus on SGBV does not reinforce the perspective of women as victims, but also looks at the history, dimensions and manifestations of the conflict that spanned from pre-colonial times and was entrenched along racial and regional lines by successive regimes during periods following independence. This therefore calls for prioritising long-term approaches to address the root causes of conflict through a gendered lens.

Capacity building, empowerment and sensitisation: These are crucial avenues to ensure that the right human resources and expertise in dealing with SGBV are available; the local population is well informed to be able to challenge unequal power relations; and that crimes related to gender are openly acknowledged and taken on by society in order to avoid re-victimisation. This would go a long way in ensuring there is collective action at the community level as opposed to continuous dependence on outside support.

Participation and local ownership: It is important to realise that violence usually occurs within a cultural space. It is within these spaces that we need to articulate the needs of victims and survivors. Redress for SGBV should therefore avoid top-down models of programming such that planning, design and implementation resonate with local communities, ensuring that their practices and perceptions are taken into account without reinforcing the cultural identities of men as superior beings. It is also important to integrate programming in ways that are more inclusive and broader taking into consideration the gender perspective of the roles of men and women.

This report presents the findings and recommendations from widespread consultations by the Justice and Reconciliation Project (JRP) on the conflict experiences of men and boys in northern Uganda and how to effectively engage them in redress for conflict sexual and gender-based violence (SGBV).

In the last 10 years in which JRP empowered conflict-affected communities in Uganda to participate in processes of justice, healing and reconciliation, especially through the Women’s Advocacy Network (WAN), most interventions explicitly targeted women and girls. This was largely because women and girls disproportionately suffered from conflict SGBV. Consequently, men and boys were minimally engaged in redress.

Preliminary discussions that JRP held with the communities in which it works revealed that men and boys often felt neglected in recovery interventions by civil society and government institutions. This led to their resentment and even hostility towards women and girls who were beneficiaries of post-conflict programmes and services.

In August 2015, JRP set out to better understand how men and boys could be engaged in redress for conflict SGBV in northern Uganda. The consultations explored the gendered experiences of men and boys during and as a result of the armed conflict; how it affected gender relations in communities and homes and how men and boys have been and could in future be engaged in redress.

A total of 161 respondents in Dzaipi sub-county in Adjumani district, Atanga sub-county in Pader district, Agweng sub-county in Lira district, and Gulu Municipality in Gulu District were consulted. A desk review was also done to assess comparative models for engaging men in gender-based violence prevention and response.

Key findings revealed that members of the community recognised men’s indispensable role in promoting gender equality and supported male engagement in redress for gendered conflict experiences as well as their involvement in the discourses for TJ, healing and reconciliation.

The recommendations focused on four key areas of improving relationships between women and men in the community; providing greater acknowledgment and redress; engaging men in redress for their experiences; and for engaging men in redress for women’s gendered experiences. The specific recommendations are summarised below under each are of focus.

Improving relationships between women and men in the community

  • Create safe spaces for men and women to discuss issues together such as meetings and gatherings where they would face each other and learn lessons together.
  • Organise community dialogue on gender and dealing with the past.
  • Provide mixed-sex trainings on conflict resolution and gender equality whereby the men and women would be educated together to reduce on the level of conflict in the homes.
  • Promote group sensitisation and peer support for members in the community.
  • Form initiatives for conflict mediation, healing and reconciliation through, for instance, peace building groups of duty bearers, communal meals and prayers for reconciliation and forgiveness.
  • Attend religious associations.
  • Provide support towards economic empowerment through livelihood projects to uplift people from abject poverty.
  • Enforce laws strictly especially those prohibiting alcoholism.
  • Establish rehabilitation centres to offer psychosocial support, counselling, grassroots information and education.
  • Advocate for behavioural change to address moral decadence across all the communities attributed to encampment and urbanisation.
  • Provide reparations and/or assistance to victims of conflict.
  • Create community projects to bring people together and provide information.

Providing greater acknowledgment and redress

  • Create community projects in a way that will not only acknowledge the pain of the war but also bring people together.
  • Form groups for collective advocacy especially in seeking material support for recovery; for training; truth telling and reconciliation,
  • Identify and engage male activists to understand their rights and responsibilities as well as create a better understanding of men’s problems in order to get solutions.
  • Integrate men’s empowerment into programmes of development partners and stakeholders by involving them in community meetings and WAN groups.
  • Put in place peer support forums for men to speak out and share their problems and concerns.
  • Implement community and family projects as a means of providing acknowledgement and redress.
  • Increase support towards formal and vocational education/training.
  • Implement affirmative action targeting men and boys in development and reintegration projects.
  • Provide reparation in terms of social services by government as well as awareness creation and legal aid services by NGOs.
  • Collect information on numbers and current status of conflict survivors to inform project design and funding support to enable them to receive appropriate support and redress.
  • Set up rehabilitation centres for psychosocial support to children and adults with mental health issues.

Engaging men in redress for their experiences

  • Form male groups for them to get counselling, gather and share opinions on issues concerning them, with influential or role models leading advocacy for the groups and mentoring members.
  • Form mixed groups of men and women so that they can share experiences.
  • Involve men and boys in training, workshops and other experience-sharing activities of WAN and other stakeholders.
  • Engage role models to educate fellow men about the importance of groups; inspire and encourage them to air out their concerns and demand their right to receive recovery support.

Engaging men in redress for women’s gendered experiences

  • Engage men in their spouses’ group activities so that they are informed and their understanding is enhanced on women’s redress issues in order for them to advocate for women’s rights; curb domestic violence and give views on how to support women.
  • Train men and build their capacity on peace building.
  • Initiate group projects of men and women for them to understand women’s rights; have a common understanding of goals; and share how to collectively achieve them.
  • Advocate for behavioural change to refrain from gossip and instead get involved in meetings where women share their stories, experiences and issues.
  • Involve men and women in joint Village Savings and Loan Associations (VSLA) as a way to achieve economic independence and in order to allow them to prepare well for their future and that of their children.
  • It is hoped that through the report, future interventions that mainstream gender equality would address not only women’s gendered experiences, but also that of men and boys, ensuring that efforts for recovery and rehabilitation do not exclude or undermine men’s and boys’ gendered experiences.

On behalf of the Justice and Reconciliation Project (JRP), it is my honour to celebrate with you the lives of those who perished during the tragic Barlonyo massacre of 21st February 2004. I am honoured by the legacy set by the victims’ community to commemorate the lives of their loved ones on an annual basis.

Remembrance has proven to be a strong tool for social reconstruction especially in dealing with trauma, conflict and tension, and also in addressing stigma within the community. It provides an opportunity to understand shared conflict experiences and for victim communities to chart a way forward to deal with their transition challenges for harmonious coexistence.

Promoting justice and reconcililiation

Community memorialization is also a community relevant transitional justice approach to justice and reconciliation, an approach that needs to be supported by local government and international organizations to promote justice and reconciliation especially in the absence of official transitional justice framework. I want to applaud Lira district local government for taking up the challenge of leading the arrangement of this year’s Barlonyo memorial prayer as well as thank all partners that supported the process.

Over the last 11 years, JRP has played a key role in understanding and explaining the needs, concerns and interests of war-affected people in northern Uganda through research and documentation. Adopting a victim centered approach, we have built the capacity of many victim communities to play a lead role in advocating for justice, accountability and reconciliation as well as dealing with their conflict challenges on their own.

We have also supported community justice, accountability and reconciliation initiatives which have moved victims to another level in as far as social recovery is concerned. We are happy to see the community of Barlonyo, with whom we have worked with for a long time, keeping up the momentum to socially reconstruct their society by collaborating with other partners, especially local government.

Holistic approaches

In a survey we conducted in 2015 on opportunities for regional reconciliation, we found a number of justice, accountability and reconciliation needs within communities and between the different ethnic communities in northern Uganda. This is a huge transition challenge that calls for holistic approaches to provide substantive responses to the transition challenges.

I therefore urge the government of Uganda to pass the transitional justice policy of Uganda and expeditiously implement programs to answer the justice, accountability and reconciliation needs in war affected communities. This will go a long way realize sustainable peace and reconciliation in northern Uganda and achieve national unity.

In conclusion, I want to thank the community of Barlonyo and Lira district local government for initiating the commemoration of the 13th anniversary of the Barlonyo massacre. I urge every stakeholder for a positive remembrance through an approach that deals with conflict trauma, stigma as well as the reconciliation needs of the affected community.

JRP remains committed to support justice, accountability and reconciliation efforts of conflict affected people and we shall always be there for victims and with victims.

May the souls of those who perished rest in peace and their spirits leave to promote community and regional reconciliation.

LIRA – Urgent policy change is needed to provide redress to conflict-related sexual and gender-based violence (SGBV), say civil society and survivors in northern Uganda.

Through three consultative dialogues between 8 and 13 September 2016, a variety of stakeholders across northern Uganda are working to develop a roadmap to redress conflict-related SGBV.

Organised by the Justice and Reconciliation Project (JRP), the events bring government officials, civil society organizations, victim representatives, academia, cultural and religious leaders in Lira, Adjumani and Gulu.

“We need to step up the advocacy,” says Michael Otim, the former head of office for the International Center for Transitional Justice in Uganda, “We’ve made strides and we’ve had several meetings in the past, but there is rarely any follow through. These consultative dialogues, however, are very important because they allow us to design strategies to push for real redress for SGBV crimes.”

Since 2014, JRP has implemented a project called ‘‘Redress for Sexual-and Gender-Based Violence on Conflict Related Wrongs’’ aimed at supporting transitional justice (TJ) efforts of female survivors of SGBV in the northern Ugandan districts of Adjumani, Lira and Pader with funding of John D. and Catherine T. MacArthur Foundation. The consultative meetings aim to discuss key issues that emerged from research under the project, including establishing the extent of SGBV revictimisation among female survivors of conflict SGBV, reintegration challenges facing children born of war and their mothers, engaging men in redress for conflict SGBV as well as redress for conflict SGBV.

The dialogues provide an opportunity for officials to learn perspectives of survivors to inform policy and implementation.

“I want the local government and other authorities to know that they should channel government programmes to women so they can support children born of war,” said Judith Awari, a member of the Women’s Advocacy Network based in Agweng, Lira, during the meeting. “When [government programmes] are brought to men alone, their benefits of the do not reach women and children.”

Following these meetings, a roadmap for policy recommendations will be developed and a report published to inform the Ugandan government and other actors in TJ to address the unredressed needs of war-affected women and particularly survivors of conflict-SGBV.

A week ago the JRP team conducted financial management training in Aromo sub-county with members of Awe Ikoko Women’s Group one of the groups under the Women’s Advocacy Network housed by JRP. The objective of the training is to impact knowledge to victims of SGBV in five WAN groups to have increased agency to plan for their future, know about savings and credit options in their communities and to learn how to make a savining with a purpose to fund their income generating activities.

We also aim to ensure that the women understand the benefits of business planning and how to manage the performance of business planning as well as how to record manage performance of business through record keeping. The training we did in Aromo training focused on saving with a purpose, record keeping, investment decisions, planning for the unexpected.

The training was facilitated by an expert in the field of village and loan saving scheme (VSLA) who really used different approaches from lecturing to sharing of experiences and then group discussions where the participants expressed themselves to have understood what was taught. This was witnessed on how they were able to demonstrate individually their business plans and how they will be able to invest through saving with a purpose.

One woman said she will save 2,500 shillings every week for six months alongside the normal VSLA scheme to enable her buy a goat and then use the same procedure to acquire what she has not been able to acquire before.

Post-training

Post training the women of Awe Ikoko said they will put the knowledge gained into good use by planning well and investing in things where they are able to realize profits which was not the case before, keep record of their investments like farming, VSLA, Saving With a Purpose (called ‘SWAP’ for short) as others have always used their money to buy clothes.

The significance of this training is that the women will be able to share their knowledge with other women in the community. As a member of the group stated: “I will go and teach my daughters in law about the knowledge have acquired today, as this is very crucial to help plan for the future.”

A member said this knowledge is going to build their capacity as a group and individual members in their household which will ensure sustainability and independence of the group at one point in time.

Communities can provide for themselves if their capacities are built and trained basic concepts. Looking at the training, the women are hard working and are doing things like farming but they did not have the knowledge on how to invest in it and use proceeds to enable them get the basic needs in life which they have longed for.

Addressing the Unredressed – Gaps and opportunities for affirmative action for war-affected women within local government programmes and services in northern Uganda

On 15 September 2015, the Women’s Advocacy Network (WAN) at the Justice and Reconciliation Project (JRP) convened a round-table meeting between 24 local government officials and 16 WAN members. The purpose of the meeting was to explore opportunities for war-affected women to benefit from existing and proposed government programmes as an interim avenue for redress for conflict-related wrongs they experienced during northern Uganda’s longstanding conflicts. The meeting was attended by sub-county chiefs, community development officers (CDOs), district community development officers (DCDOs), chief administrative officers (CAOs) and district speakers from Adjumani district in the West Nile sub-region; Gulu, Amuru, Pader and Nwoya districts in Acholi sub-region; and Lira district in Lango sub-region.

The meeting was supported with funding from the International Center for Transitional Justice (ICTJ), through a grant from the United Nations Trust Fund to End Violence against Women as well as the Royal Norwegian Embassy (RNE), Kampala. The objectives of the meeting were to share findings of a recent needs assessment survey conducted by JRP; to explore opportunities for war-affected women under current and proposed government programmes; and to facilitate discussion between war-affected women and their leaders on matters of justice, reconciliation and redress.

This policy brief draws upon the discussions and recommendations that emerged from the meeting and seeks to inform local governments across Uganda on the avenues through which they can work within their existing mandates to better meet the unredressed justice needs of war-affected women through targeted development assistance. It is divided into four sections: a background on transitional justice (TJ) including the major development programmes in the country, conflict sexual violence and the advocacy of the WAN at JRP; the needs and challenges facing war-affected women in northern Uganda; gaps, challenges and opportunities for local governments in meeting these needs and challenges; and practical recommendations for local and national government officials, war-affected women and civil society organisations.

Communities in Lango and Acholi work to memorialise their experiences

With funding support from USAID-SAFE Program, the Community Mobilization department at JRP conducted a series of trainings on themes of memory and reconciliation with 39 members of Community Reconciliation (CORE) teams in seven communities across Lango and Acholi sub-regions. Held in May, 2015, these trainings covered a range of topics including conflict mitigation, peace building, forgiveness and reconciliation, gender mainstreaming in peace building and reconciliation programs, trauma healing and counseling skills, and memory and memorialization. This helped the members of the CORE teams to understand the importance of memorialization and to envision an ideal memory and reconciliation project for their communities.

During the training, the participants examined the following questions in order to come up with an ideal memory project for each of the seven communities:

  • What are the conflict events that occurred in your areas?
  • What conflict event do you want to remember?
  • How would you like to remember it?
  • What memory projects would promote healing, advocacy and reconciliation for your communities?
  • What ideal memory project can you implement in your community?

These guiding questions helped the CORE team members to come up with ideas for memory projects in consultation with their respective victims’ communities, which could be implemented within five months in their communities. The seven communities came up with the following innovative ideas for community memory projects which are now nearing successful completion.

Lukodi: The community of Lukodi chose to write a book which documents life before the war, and also emphasizes how culture has been eroded by war and makes suggestions on how it can be rejuvenated. They also chose to legally register the acquired piece of land which serves as the memorial site for the Lukodi massacre of 2004. This would enable the community to transfer a monument for the massacre which is in another area to this land and to develop the site.

Parabongo: The community of Parabongo, with guidance of the CORE team, chose to construct a new memorial stone to replace an older barely visible monument. They envisage having a more visible monument in memory of the people killed by LRA in Parabongo in 2006.

Atiak: Together with the CORE team, the victims’ community in Atiak chose to develop a list of conflict memorabilia to be preserved to document their memory of the war. They also decided to develop a profile of those who were killed in the 1995 massacre, and after verifying the list of names, they will engrave and place it onto a memorial monument. The community also pledged to facilitate a process of community-led documentation through the use of arts to preserve memories of events that became a turning point in the lives of the people of Atiak at the peak of the war.

Burcoro: The community of Burcoro chose to construct a monument in memory of the people killed during the military operation led by NRA in Burcoro in 1991. They wished to preserve memories of state-led atrocities that were never acknowledged.

Odek: The people of Odek also felt they were never publicly acknowledged to have suffered during the LRA war. To them, putting up a memorial monument would communicate what they went through in order for them to also be considered for post-conflict reconstruction services. They, therefore, chose to construct a memory stone in memory of the mass killing by LRA in Odek.

Barlonyo: The community of Barlonyo decided to beautify their memorial site in order to celebrate the lives of their loved ones who perished in the 2002 massacre. They chose to fence and beautify the memorial site with a variety of beautiful flowers blooming in gardens adjacent to well-paved walkways.

Abia: In Abia, the community chose to erect a monument in the form of a statue of a helpless woman which depicts their plight in the aftermath of the massacre of 2004. They also decided to make a painting on the wall of memorial school in memory of their war experiences.

JRP pledged to support the seven communities in the implementation of their respective community memory projects, which have been shaping well over the last five months. As the projects near completion, JRP is proud to reaffirm its support to showcase community-relevant approaches to justice, healing and reconciliation.

On August 28 2015, JRP organized a dialogue with representatives of family of the missing from four sub-regions of West Nile, Teso, Acholi and Lango as part of a campaign to create awareness for missing person in Lira called ‘The Right to Know’. This started with a procession from Lira District Chambers through the streets in Lira and later to Apostolic Centre with the people like religious leaders, traditional leaders, families of the missing and other civil society organizations like African Youth Initiative Network, Justice and Peace Commission, Northern Uganda Media Club, Concerned Parents Association and several media persons to spread the messages of the family of the missing.

A short prayer was made by Pastor Martin Odongo after a representative of the four sub-regions lit a candle. The burning candles were a symbol of light in the life of those who had gone missing.

During remarks given by JRP Head of office JRP Boniface Ojok, there was emphasis on the importance of recognizing the 30th of August as a day in remembrance of those who have disappeared in Uganda. Mr Ojok spoke about the need for the government to incorporate the issue of the missing persons in its policy in order to meet the social, legal and to a greater extent economic challenges facing the missing and their families. This is because, he said, the issue of the missing can be a long term impediment to peace. JRP’s 2014 policy brief, ‘The Right to Know – Policy Recommendations for Addressing The Rights of The Missing and Their Families in Northern Uganda’ reflected this by providing recommendations for acknowledgment of the missing persons, a comprehensive policy in regards to missing persons, and support for ongoing research outside of the scope of the brief.

When representatives of the families of the missing of across northern Uganda spoke at the event, many said that they are living with trauma, stigma, land conflict and lack of family support. Because there has been little acknowledgment of the issue of the missing as being important the families live in pain and isolation with feelings of anxiety for information on the whereabouts of their children.

During the Acting Resident District Commissioner for Lira and District Security Officer, Frank Madulo’s speech, he acknowledged the work of JRP in advocating for the missing and their families by making its calls victim oriented. He further made mentioned that he will ensure that the government acknowledges 30th August being the day for the disappeared persons. to support the families of the missing and to incorporate the issue of the missing persons in Uganda’s forthcoming Transitional Justice (TJ) policy.

Families join hands to commemorate the International Day of the Disappeared in Lira

LIRA – Two days before the United Nations designated International Day of the Disappeared, families from across northern Uganda will come together on Friday, 28 August 2015, in Lira town to remember their missing loved ones. The day-long event is part of a ‘sub-regional dialogue’ on missing persons as a result of conflict in northern Uganda organised by the Justice and Reconciliation Project (JRP). Families of the missing, civil society as well as religious and traditional leaders from Teso, Lango, Acholi and West Nile sub-regions will meet at Apostolic Social Center for a procession from Lira district headquarters, a symbolic candle-lighting ceremony and a dialogue.

“The sub-regional dialogue is important, first, to commemorate the International Day of the Disappeared,” JRP Community Mobilisation Team Leader Isaac Okwir Odiya said. “It is also an opportunity for stakeholders in northern Uganda to join hands to create awareness about the disappeared and to identify the means to address the enormous legacy of disappearances in Uganda,” he added.

The dialogue is being held as part of a joint campaign being run by the JRP and a collective of families of the missing known as ‘The Right to Know’ to document and promote awareness of the challenges facing missing persons and their families in northern Uganda. This year, the Right to Know campaign aims at ensuring national observance and commemoration of the International Day of the Disappeared in Uganda.

The International Day of the Disappeared is commemorated annually on the 30th of August following the adoption of UN General Assembly resolution 65/209. In Uganda, thousands of civilians in northern Uganda were abducted and went missing as a result of systematic abductions of children and youth by the Lord’s Resistance Army and the National Resistance Army between 1986 and 2006. Despite being a UN General Assembly Member State, Uganda is yet to officially observe the International Day of the Disappeared.

Joining hands for regional reconciliation

The Justice and Reconciliation Project’s Regional Reconciliation initiative is a one year program designed to foster social cohesion and reconciliation in northern Uganda following the growing tension among communities in the north. Northern Uganda went through a number of conflicts and the most recent was that of LRA war that left a land mark effect on the population: the violent nature of the war caused tension among ethnic groups in northern Uganda as some ethnic groups are accusing other ethnic groups for their suffering during the war. To improve on the fragmented social fabric of life in northern Uganda, JRP’s project seeks to reconcile the people of Acholi and Lango sub regions by combining the effort of every stakeholder in peace building processes.

With funding support from USAID’s Supporting Access to Justice, Fostering Equity and Peace program, JRP worked in four districts in northern Uganda (Amuru, Gulu, Lira and Aleptong) to foster social cohesion and reconciliation among the Acholi and the people of Lango sub-regions. In enrolling the project in the four districts, we introduced our organization and the project to districts, sub-counties, cultural institutions and civil society offices to help them understand the initiative and to seek their collaboration in fostering reconciliation within communities and between the people of Acholi and Lango. With great enthusiasm, local government officials in the districts and sub counties, CSOs, cultural and religious leaders, peace committees and victims and survivors of war all embraced the program and joined together to support regional reconciliation initiative.

“This is one area that no one has taken seriously during this post conflict reconciliation era,” said the LC III Chairperson of Agweng sub-county in Lira, “The war left societies torn apart and people are living in fear of each other including people in my area. I’m so much in support of this reconciliation project and I will give full support to the program.”

In order to make total peace possible in this post conflict period, forgiveness and reconciliation are two things that needs to be emphasized. Having been hurt and violated immensely during the conflict, many individuals, communities and groups still point fingers and blame one another for making them suffer as individuals, community or as an ethnic group.

Since the introduction of regional reconciliation project in Lango and Acholi sub regions, there has been overwhelming positive responses and support from local government leaders, cultural and religious leaders and the community members to contribute to addressing the legacy of war in northern Uganda to avoid re-occurrence of further conflict. In Atiak sub-county, Amuru district, the sub-county Community Development Officer (CDO) expressed with deep sorrow the bitter relationship that exist between the Acholi people of Atiak sub county and the neighbouring Madi of west Nile that escalated due the LRA war. This has affected trade and intermarriages between the two communities. To him the reconciliation process is desperately needed in northern Uganda. While in Abia sub-county, Alebtong District, victims and survivors of war bitterly expressed their anger for bearing the consequence of the war and for not being repaired for the atrocities committed to them. However, they showed the heart to forgive and reconcile and to cooperate with other stakeholders in the social reconstruction process.

The willingness and active participation of various stakeholders in this project is a big boost to the project success and in enhancing sustainability of reconciliation process in northern Uganda. For example, CDOs, Sub- County Chiefs and LC III’s are far playing lead roles in mobilizing for reconciliation processes in each district while traditional and religious leaders are providing technical support to achieve reconciliation within communities and at regional level. Mobilization efforts and technical skills being provided by CSOs in facilitating capacity building workshops on reconciliation themes is also acknowledged in contributing to the success of regional reconciliation.

It is our hope that when this collaboration is enhanced, regional reconciliation will definitely be achieved on a silver plate.
